The blower started just two weeks ago. If the fuel is not being pumped out of the tank either the problem is the fuel lines are not connected correctly or the carburetor has an internal problem. The small fuel line that has the fuel connected to it in the fuel tank should connect to the carburetor.
Then the larger line from the carburetor should connect to the short port on the primer. The primer bulb sits in the middle of this return line on most chainsaws. Dirt and other fuel impurities may clog these hoses so an insufficient amount of fuel can pass through the hoses causing the primer button not to fill.
Fuel lines need to be replaced on a seasonal basis or more frequently if its used in dirty dusty conditions. If you are pressing the primer bulb and it returns to the original position but does not draw up gas into the fuel line then you probably have an air leak in the intake line. The reason could be that the fuel line is the wrong size and is not fitting tightly enough or that the line with the filter isnt submerged in the gasoline in the tank.
It is also probable that the main reason why your primer bulb is not filling is due to the fact that you may have a damaged or a defective primer. The fault of not working may simply lie in the primer bulb itself. While there is no easy way to check and confirm if the bulb is faulty you can just buy a new one and replace the old one to see if it works.
Here are some reasons. The primer bulb creates a vacuum when it gets pressed. This pressure then forces the gasoline to enter the carburetor.
So if it isnt getting. On a Quantum series engine this is correct. On the engine in question its wrong.
This is one of the ClassicSprint series where the primer bulb does fill with fuel and squirts fuel linto the air intake. Do that a couple of times and see if it will fill. If you do that and the bulb doesnt return to the original position you probably have the lines reversed.

You push the bulb and fuel squirts into the venturi. It is easy to flood the units. If you have this system you may or may not have fuel in the bulb.
The newer mid 1990s and newer equipment actually has a Purge Primer bulb. You should have fuel in the bulb when running. If you do not the check valve in the primer is bad.

Inspect the clear tube at the output of the primer bulb. If gas is present in the tube the system may be flooded with gas already. You need to decide if the problem is no fuel or no spark.
Remove the spark plug and hold your finger or thumb on the hole the spark plug screws into. Get someone to pull the starter rope or engage the starter and the compression should push your finger off the spark plug hole. This will tell you the valves are operating inside the engine and you have compression.

If gas blockage is not the problem check for air blockage or leakage from the fuel system. Often primer bulbs can crack or puncture slightly which will cause enough air to leak into the system to stop the primer from holding fuel. Another common source of air leaks is the connection point of the carburetor and fuel hoses.
