This is the PRIME position. Operate the priming pump plunger to fill final filter with fuel until a resistance is felt. It seals and bonds to the surface to which it is applied and it provides a consistent surface for the first coat of finish paint to bind to.
You can probably make up for it by applying three coats of finish paint but the result wont be as good as one coat primer and two coats of finish.
